changing owner of folders

Is it possible for an administrator to change the owner of
a folder from a specific user to another (not
administrator)? Generally users do not have permission to
change ownership.

Yes. Search the web for setowner. Can also be done with script.

Give Full Control to the user in question, on the folder
in question. Then logon as that user, (navigate through
network as user) and right click that folder, hit
properties, goto security tab, hit advanced, and click
owner tab. From there select the user, and place a check
in "replace owner on subdirectories and files" click ok,
then ok, and your done!
