You make a bootable windows 10 usb stick with the microsoft media creation tool beforehand and then boot from the stick. Then format the ssd and reinstall windows. Do disconnect the hdd when doing this to prevent accidents from happening.

I wouldn't put anything besides the Windows 10 ISO on the drive to avoid issues, at least until Windows 10 is complete and your able to get into the desktop. Then your motherboard/GPU drivers should be downloaded and installed directly from the manufacturers websites.
The OS install will load enough to get you up and running.
Basic graphics, LAN, etc.
After, you need to go get all your relevant drivers for your hardware.
After the new OS, and you install the new Steam client, just tell the Steam client where those games are located. Steam games location
