Changing the bass on a microphone on windows

I have a USB plug in microphone onto windows 8.1 and I want to change the bass on it. Is there somewhere I can go on windows sound settings to do this, or do I need another program to do it? Or may I have to buy a mixer to change it?

You can't change the bass for a sound input device like a mic, you change it on the output/playback side (eg speaker or headphones output) using the sound card's configuration software which is usually in Control Panel (eg "Realtek HD Sound Manager" if it's a Realtek sound chip).

You can also adjust generic sound output settings via the Windows applet in Control Panel >> Sound.
