Changing the order of startup programs? Is this possible?

I have my Private Internet Access VPN running in Windows 10 to start up and Auto-Connect when Windows 10 boots up. However, it seems like it is the LAST item to boot up. Is there a way I can change the order of boot up programs? I'd like for it to be one of the first. I can't start work until its completely open and connected.
