Changing VGA Card in order to support a new game

I have this pc build which is somewhat outdated. Here are the specs:

MB: ASUS M4N72-E
VGA: NVIDIA GTX 260
CPU: AMD phenom II X4 955 (3.2 ghz 8mb cache)
RAM 8gb

I want to play the new Fallout 4 game. My questions are:

1) Will this current build be able to support this game?
2) If not, will changing my vga card to newer one do the trick?
 
Even If U Upgrade Ur Gpu The Cpu Is Still Cause Issues (Low Fps) In Higher Than Hd+ resolution

And U Should Play In medium Hd + to Get 40Fps Or Maybe 50Fps

U Should Change Ur Cpu Too 🙁

My budget is enough for a vga card (around 250-300 euro tops). Thats why I aksed if a simple change to the vga would be enough.

Well to be honest, I'm not looking for highest video quality, I just want to be able to play the game with some decent graphics.
