Hello. The Samsung S10+ comes with a 15W charger with the phone. But when I use some apps (e.g. AccuBattery and GSam Battery Mangement) to monitor the voltage and current while charging with the 15W charger, it is around 4V and 1A. P=IV so the power should be around 4W only? Are the data from these apps accurate?

Thanks.

Data from Accubattery is always accurate.

I've been using it from a long time and i've had no complaints.

It works better than the android's in-built tool.

15 W is the maximum power the stock adapter can deliver. Normally it would be a bit less. This is only to prevent overheating. However, 1 Amp is quite low. Make sure you're using the original data cable. Generic cables are not able to provide 3 Amp current.

All Quick charge 4 supported phones can take up to 3 A current.
