Cheap Android tablet for app

I need a tablet which is only going to run one app just to monitor heart rate of client. Any suggestions for cheap device to fit this purpose. Must have bluetooth.

We will be using Brio Heart Rate monitor.
It will need Bluetooth 4.0

I am buying from England,

7" will be fine, money isn't a concern as long is it runs the app smoothly,

Battery should last a couple of hours though staff who will be using it will be able to charge if low.
