Cheap Basic PC Build

Hi all, I'm looking to replace my Mother's ancient Dell 2400 Intel Celeron with something more up to date and was hoping that someone could put together a really cheap and basic PC. The only thing she uses it for is light web browsing (facebook mostly), youtube and the occasional email, so it doesn't need to be anything fancy at all.

She can keep her keyboard, mouse and monitor, but needs everything else. Let me know if any additional info is needed.
