Cheap Bluetooth dongle for Windows 8.1? (preferably under $15, 20 at most)

I've been looking around a lot of places but i cant find one that days 8.1

I don't want to buy one that says windows 8 and then find out it doesn't work for windows 8.1.

I also need it to be compatible with the PS4 controller

i bought this on ebay

under 6 bucks and it works flawlessly on win 8.1.

I use it with Wii controllers to play wii games on Dolphin emulator, dont know bout ps4
