the psu is junk, junky psus can ruin all your hardware if they die.
and the motherboard won't be compatible with the i3 out of the box. if someone is building it for you they'll probably fix that issue for you. if you're getting it yourself understand that the computer won't turn on unless you have a compatible cpu in the motherboard and update the bios to work with an ivy bridge cpu. (the merchant might do that for you as well)

Theres one problem with that build though. It's FM2. And since that cpu is quite outdated.. You'll feel the need to upgrade in the near future. Which then you'll also have to upgrade the motherboard. Since you've raised your budget it seems, it would be smarter to go with AM3+. But that's just my opinion.
it's a piledriver quad core. Its basically identical to a FX 4350 or an A10-6800k. it's not an "outdated" cpu, it's brand new just released this year. FM2 is a 2 year newer socket then AM3+ as well (released in 2012).
