cheap cooler for pentium g3258

I'm planing to build a new pc for oc'ing g3258, can i get 4.6 or 4.7 ghz with this Rosewill ROCC-12001 AIOLOS cooler (i am in india so avg temp are 35 to 40-41 degree c in summer)

cooler : Rosewill ROCC-12001 AIOLOS
Motherboard : GIGABYTE GA-Z97-HD3
Ram : HyperX Fury Red Series 8GB (2 x 4GB)
storage : Mushkin Enhanced ECO2 2.5" 240GB SSD
Power supply : EVGA 500 B 80 PLUS BRONZE
Cabinet-case : DIYPC Mirage-D1-Y
DVD drive : Asus DRW-24D3ST DVD Burner
Graphic card : Zotac gtx 650 2gb synergy edition(because already owened it)
 
Anything Rosewill scares me. They make a whole lot of cheap garbage, so I tend to stay away from everything from them.

My G3258 had no problems reaching 4.5 on an AR06, but I was limited on space, and I wouldn't say that's a cheap cooler. If you have the room, I would go for the old standby of of the CM 212 Evo. It's a little more than the Rosewill, but not a huge amount. It doesn't use the cheap plastic clips like the rosewill either, so it will definitely be re-useable as many times as you choose.
 
i am picking this cooler for a reason, i found this cpu cooler for only 1439 inr on newegg india its about 22 dollars

hyper 212 evo is also available but it's bit expensive about 3900 inr only on amazon on newegg its out of stock
 
How high you can oc a chip is primarily determined by your luck in getting a good chip.
I would expect 4.2 for most chips, 4.5 for a good chip, and 4.6 or higher to be exceptional.
You hear about the high numbers, but those with dog chips are silent.

I think you are good with that cooler. A 120mm fan will usually produce good cooling and be quieter while doing so.
Your case has decent cooling.
Make the front and sides as intakes, the rear as exhaust.

Most of the time, a haswell oc will reach a safe vcore limit(1.30v) before it reaches thermal limits, even with an average cooler.
If your ambient temperature can be 40c(104f.) my sympathies, and I hope you have air conditioning.
If the cpu reaches 100c. it will slow down or even shut off to prevent damage.
Try to keep well under that in normal operations.
