What cheap cpu and mobo should I pair 1650 super, Is there any cheap cpu and mobo that can utilize the power of the gpu without bottlenecking? Thank you in advance! sorry for my bad englis

I limited it to parts that would be desirable,
if you wont find any of those with good prices, you can try dropping core count and enabling smt.
You should be ok with athlon or Pentium, as long as its 2 cores with SMT, but I would call those a second choice if your budget is not so tight.

if you dont mind getting second hand parts, you could probably get an i7-6th gen cheap

if not then i recommend you go with the an i3 9th gen... the price has been slowly falling (Depends on your location - different countries have different trends)

or a ryzen 5 1600 which usually goes for about $100

as for mother boards, i recommend you spend a little extra to get one with a few pci-e slots and memory channels so in the future you can upgrade your pc easily, without having to ditch older parts

There is always something cheaper.
But, if it does not serve your needs, you will pay too much.
