I think you could get a second hand G3258 and a H81 motherboard with a BIOS that allows for overclocking for that sort of money. Will be a big upgrade from what you've got when you've got it oc'd properly. Most GIGABYTE H81s will allow some overclocking. But the problem is you will have to replace your RAM as well because Haswell chips need DDR3.
Although you probably can, you may also need RAM unless your current system uses DDR3. With a new motherboard, you may also need a new Windows license, which adds another $85-$100.
Windows license might not be a problem. When I had to re-activate Windows after I changed my mobo I called Microsoft on the activation line and after they asked me a few questions and I explained that I had upgraded the mobo they gave me another activation code.
