I have around €400 and I was wondering if I could get a budget video editing for short films a d for more video editing and phoot editing that would render fast please help thanks

This is what you will be looking at. Video and Photo editing is multithreaded and CPU instensive so a 6300 is a better fit than an i3. A GTX 950 and an SSD can added later on, but isn't essential. The 16GB RAM is mostly for video rendering as that takes up a lot of RAM.
