Cheap living room game streaming machine

I'd love to build a cheap PC (like 100$), plug it on my tv (1920x1080/60hz) and play some games with my friends on the couch! Of course the games will be streamed from my "gaming rig". Is a cheap apu like a SEMPRON 2650 with a stick of 4gigs of ram and the cheapest mobo out there going to do the trick? Consider that all the other parts like the case and psu are not needed. Oh and no dedicated graphics cards please! Did I mentioned that ill probably install steamOS to do so?

Are you using Steam? If yes, just get the new "Steam Link"

You can plug it into your TV and connect it with your network and you can stream directly from your PC to your TV.

It's 55€ here so even cheaper and probably works better.
