Alright. I've been watching a lot of Anomaly and McSkillet recently and now i really want to play CS:GO (And i want an upgrade from my PS4) So i have $300 to spend on a PC, and eventually down the line when i get more cash i want to be able to upgrade it down the line. So i need a good PC that can be upgraded. (60FpS > Graphics) Thank you.

Solution
What you're asking for is very difficult. When you consider that a Windows license is ~$90 that's not much left for a PC.

If you use Steam OS rather than Windows that's free. Of course you can save and buy Windows later. CS:GO plays on Steam OS but be aware that not all games do.

This extremely basic build should play CS:GO at acceptable settings. You'll want to save up for an i5 to replace the Pentium. You may want to add extra storage and a new GPU would be worth it eventually but at least those parts can be easily added to this system. The PSU is basic and will be no good with power hungry gpu's so if you do upgrade the gpu a new PSU will be on the cards.

I think you should save a little more unless you get the parts for less than half price because $300 for a normal custom build is not enough to run CS:GO even at the lowest settings imo. I play basically on lowest settings on a $750 PC with a GTX 945 Ti and an i5 Core Processor and I think I call that "okay". You probably need $600 for a custom PC that can run that game without any issues.
Just my opinion but yeah $300 should definitely not be enough for CS:GO

Unless you have parts laying around and a extra OS $300 wont get you much.

It might be worth just spending the extra cash upfront for a better PSU https://pcpartpicker.com/product/bTnG3C/xfx-power-supply-p1500bxtfr
