Asking for a friend who doesn't own a PC that can run these games. Looking for a cheap PC under $200 that can run these games if not cheaper.

With that kind of budget you're looking at a system with a C2Q and a cheapo graphics card off Craigslist or eBay.

Maybe you should save up more money so you can buy a cheap prebuilt that will run those games just fine, unless you want to do a hunt for cheap used (and possibly sketchy) parts.

A pre-built PC that can run these games would be perfect. I'm just trying to help a friend in need, but lack the smarts to know what would work.

What do you consider "run?" You're not going to find a new PC for under $200 and if you build yourself, windows alone is almost half your budget. I'd suggest looking locally for used computers, that's really your only chance

I second this. NEW prebuilts start at around $300 and offer garbage price-performance.

Add a gt1030 and another 4gb ram for a total of 8gb and a 1tb hard drive if the system doesn't have one, you will have a nice gaming pc which can even run latest AAA games at 900-1080p medium settings.

Ebay is not a great option TBH. With Craigslist you can actually go to their house and watch them test it.

IMO the main problem with ebay at this price point is shipping costs along with "professional" shops overcharging for crappy hardware, if you have to pay $40 for shipping then that really cuts into your options
