i wanna build a workstation pc that can handle 1080p60fps video to post to youtube. i have a low budget not enough to buy new. what should i get for the full system ? if someone could give some full system spec?

No one can help you until we know how low of a budget you have. Doesnt make sense for anyone to invest time in helping you if you just come back and say thats out of my budget. The more info you give folks, the more they can help you, and faster.

could get a an i5-2xxx desktops refurbished they run about 150-175 and slap a 1050ti in it

Older i7 dell workstations are in your range. Also the same for their overlooked xeon equivalent. Do keep in mind that a lot use proorietary pu'so upgrades are limited.

Dell T3500 and Xeon W3680 is a good combo. You can use it as is or upgrade it easily. Here's a thread with a T3500 project.
