Cheap/silent cooler for i3 4130

Hi! I'm looking for a quiet cooler for my friend's build. He has a 54 W i3 and needs a quiet cooler mostly for web browsing and some gaming. He has GTX 670. During the games the noise won't matter, but on a daily basis, browsing the web, it would be cool if he experienced as little noise as possible. He has Zalman Z1 case. Nothing expensive 15-20 bucks. I'm looking at something like Arctic Cooling Alpine 11 Plus. What are your thoughs/suggestions?

The alpine 11 plus is basically the stock cooler with a louder fan.

The arctic i11 LP (the one with 2 heatpipes) will do the trick here.

I'm on an i3-4130 now. In a tiny case. It is dead silent to me. The only fan I can hear is the case fan ever so slightly. Are you sure he's not hearing his case fan?

Currently his whole system is in Codegen case, but we will be putting it into Zalman's Z1 case. I didn't try switching cases yet because I wanted to do it all at once (new psu (RM550), gpu, ssd, etc.)

What about CM Blizzard T2 mini?

That would be louder than the stock heatsink. No PWM fan means the T2 runs 2200 rpm all the time. That's higher fan-tip speed than the Intel stock cooler running at full speed.

Hyper 212 Evo if he gets the Zalman. Or he could gee the Noctua NH-U9b se2

And it could later be used for, let's say, a 5th-gen i5, in a year or so?
