Im putting together a computer for my sister and im going with a sempron so what im wanting is an am2 mobo that is cheap and will allow me to OC well

Asus M2N-E. Now if you want to go SLI there is Asus M2N-E SLI which will cost you another $2 which I'm pretty sure is no problem for you.
 
How well do you think I could OC a AMD Sempron 64 3000+ Manila 1.6GHz Socket AM2 with this board that you suggested? I havent ever OCed an amd so I dont know will 800MHz ram help or just overkill?

well first of all, how much are you spending on this Sempron, when the X2 3600 is selling at $69 with no stock HSF. I'm thinking you will be able to break 2.4-2.6. Can't really tell you though, all just speculation, I've never dealt with Semprons
