Cheap windows vps for test

Hello everyone, I'm looking for a cheap VPS for some server testing (small c# programs I make).

I only need a little server, but I need a public IP because my dad won't forward ports for me on his so precious time machine. lolz.

I am using http://www.yokuhosting.com and http://www.resellerchoice.com

Both have systems starting at $20 and public ip's.
