The don't buy a 2 year old mid level gpu. Probably need at least a 1070 for future proofing sake, a 1060 ought to run anything at 1080 max settings that os out today... Rx 480 should be similar
Looking on Amazon the RX480 and NVidia 1060 are out of your budget currently. I would probably suggest you look at the 960 GTX which is a very solid 1080p card so should have no problem at 720p with high/ultra or wait for the RX470 to hit in a few weeks.
You don't mention what CPU you'll be using but as long as it is an i3 or better you'll be fine.
I have a dual core processor so i will changing it and buy i5 but right now i dont much have for it..so i will buy only graphic card for now..so will rx 480 or gtx 960 can run games with high settings with this processor..?

At 720p for your budget the 960 will run current games at high settings and will probably run games for the next few years fine. The 128bit bus is quite low but it doesn't cause massive problems at 1080p let alone 720p it only starts to cause a problem at 1440p, but the 960 isn't fast enough to run games well at that resolution anyway.
For your stated budget the best cards on offer at the R9 380X or the 960 GTX, if you want to save more money or wait for a price drop then the 1060/RX 480 are ideal for you however I dismissed them as I couldn't find any on sale for your budget.
