cheapest 4k 60 hz graphics card NO GAMING

I have an i3 4th Gen,4gb ram desktop PC.
Now I have purchased a 43 inches 4K TV. (LeEco Super4 X43 Pro)
I want the TV to use as a monitor through HDMI port at 4K, 60 Hz resolution.

My old GeForce 210 is showing just 1080p, 1920 x 1080 the highest through HDMI to my old LG 23 inces monitor TV ( M237WA ).

Would this GTX 1050 serve my purpose ?
I am not a gamer, I only need to get basic 4k display at 60hz to watch movies, surving the net or youtube...
What else do I need? Please avdice. Thanks in advance.

GT 1030 is the cheapest I believe. It's even good enough for some mild gaming at 720p. Though if you want to you can take out your GT 210 and use your integrated graphics for 4K 30Hz. 3840x2160 30hz is what you will get via your integrated graphics. By the way 30hz is sufficient for movies as they typically are only 24fps anyway. If you want to use your computer at higher hz then lower the resolution or get GT 1030.

Is it possible ? If it's possible, replacacing a motherboard might cost less than buying GTX 1050.

Solution
No point replacing your motherboard for one with HDMI 2.0, just get the GT 1030. Had your motherboard already had HDMI then the integrated graphics would have been fine, it's many times better than a GT 210.
