It depends on what you're trying to accomplish, you can build a 500$ system and start crysis and set everything to max @1080p. Though chances are you will be running it ~5fps, so essentially are you trying to get something to run crysis at a playable 60~fps maxed out?

Yeah I'm definitely not looking for 5 fps
I'm hoping to get as close to 60 fps on max settings as possible.
Could you suggest a build?

I didnt add a storage drive, I did not add a case, and you could add more ram, but I wouldnt suggest going lower than 8gb.
