Cheapest Build for GTA 4

I want to give a PC to my friend on his birthday.

He haven't any PC. But loves to play GTA 4. When he come at my house he only plays GTA4 on MY PC so I want to give him Present. So I need cheapest PC that can Run GTA 4 on mid settings with 30 FPS at 720p.

Ive run it with dips with Q6600 and 4GBs of ram with r7 250.

Whats your budget?
Best option would be buy fx 6300-8300 with atleast 4GBs of ram and good gpu.
Gpu could be 1030, as Ive seen them going for cheap under 70-80€ in my used market.
Or going haswell or Ryzen G.
But I think haswell would be best bang for buck, cheap h81, 4GBs, i5-4460 or better.

Fx-4100/i3-4th gen, cheap mobo (AM3+/1150), 4GBs of ram minimum (not chinese knockoffs),and dedicated gpu, R7 250/265 is barley minimum for todays standard or hd 7870 2GB variant would be good.
All used should be under 150$.
Hdd can be 160GB/500GB, ask for hdtune health tab.
Where do you live (country only)?
And which sites you can use for like used parts of pc and similar.
I got 2x R7 250s for under 30$ broken fan, but i sticked one and diy'ed hell of it amd works well.
Note:r7 250 has to be GDDR5 NOT GDDR3!(If you go for this gpu).
