Certainly not HD 7770 as its expensive.... I want to spend the least amount of money on the graphic card it buy. My budget is like $60 not even a penny more than this but certainly less....

That looks like it, however I wouldn't recommend buying it. ...it was just the cheapest GDDR5 GPU I could find. It won't game very well at all! The GT 730 would likely be a much better purchase (without knowing your intended use).

I occasionally play games, main reason is that i want to play GTA V on my pc
It has 500gb, 4gb ram and i3 3220 processor....

The HD 5450 is pretty old and not all that great by today's standards. Anything "below" the GT 730 is not a good spend... It would be best to wait until you can spend more on a better GPU.
