Cheapest File server/seedbox

So I'm trying to build a dirt cheap storage solution for my homenetwork, to be used as a seed box and file storage that family and friends will be accessing over the net. I don't have much experience selecting hardware at all, but have no problems assembling it and throwing an operating system on it and forwarding ports for outside access.
Main concerns are to be as cheap as possible with the guts of the computer, so I can spend the most on storage. Price limit for the guts are 250$, hopefully with a case that includes a powersupply we can hit the budget price. Would an embedded motherboard cpu combo work well for something like this? I want the most Sata ports possible for the price.

The hard drives are part of a seperate budget of around 300 ish. I was thinking of using these:

I was hoping someone could throw something together on PCpartspicker.
There is a microcenter near me, and I would like parts to come from there, but it isn't totally necessary if you find a bad ass deal I'll take it :]
