Im looking for the cheapest build that can get by with, most i have found use I3's and i would prefer to go with something with 4 physical cores.

the games i need it to run are mostly CS:GO, Rainbow Six Siege, GTA V, and Space Engineers.

This all would need to be calculated in CAD

The i3 is an amazing CPU. It may lose some FPS compared to the i5 and i7 in certain games, but in others you wouldn't know the difference. If money were really tight, you could do without the graphics card and play games using the HD 530 graphics. Not ideal, but certainly playable if you turn down the settings and resolution. He could then save for a graphics card, maybe the GTX 1050? You're other option is to use an APU build. The problem with that is, you're pretty much stuck with it.

I dont really have a budget, but im aiming to get the cheapest, nothing used, everything bought online... trying to help a friend with a parts list but i cant think of anything thats not over 500$ and he lives in Canada.
