The i5 S's = 65W's versus 84W. Lower default clock rate to save power.

Also, total budget? There's only a $50 difference between all of them per Newegg. The "cheapest" is the i5-4460 at $190, but you can get the i5-4590 for only $10 more:

Lol, I should have said that where I live, the 4440S is the cheapest.

Saying that OP, you could probably get a 2nd or 3rd generation i5 for even cheaper, but where I live there is ~£30 difference between the bottom end 4440S and top end 4690k.
