So I have been using my current system for about 5 years and its getting slow for streaming and even basic everyday stuff. I was thinking of going for a Ryzen build but I dont know what kind of cpu should I get? My budget is max 300 euros and I only need a mobo cpu and ram . The rest I will keep from my current build. My current build is a i7 4790 non K , 8gb ram , rx 460 .

I wasn't sure which part of Eurozone you are in so just went with DE. But this would work just fine.
For gaming and streaming you really want to go 3700X or higher but your budget is a problem. EUR 300 is just enough for the cpu without RAM and motherboard. You could go 3600 but I really feel for streaming the 3700x is the better choice, the extra 2 cores/4 threads will be better for the longer term.

sadly thats too expensive. the mobo alone could cost me 100 euros and the ram for about 80 euros(16gb)

Could you squeeze in a 2700 within budget? They are usually very well priced. If no then I would stick with what you have until you can increase the budget. Any cheaper cpu is not worth the change and is more a side grade than an upgrade.
hmm the ryzen 7 2700 costs around 140 euros.
