Question Cheapest vr system or head tracking device

I play a lot of sim games and being able to move the camera hands free would really benefit me, but I need something cheap. A vr headset I can splash a little more budget for but a head tracking device for me would need to be like $20-$30 and like I don't has a webcam. Just looking for some recommendations or somen
