Was wondering what is the cheapest i could build a system to run WoW:MoP on ultra at 60 fps. i'd be ok with dropping to around 40fps for 25 main raids.

I don't need a monitor, mouse, keyboard, speakers, etc. - just the main components.

Was hoping to do this for under $550. thoughts?

I do not believe that < 550 dollars for this type of build is realistic. If you're really pushing to be able to play on Ultra settings @ 60 fps, I think you're looking at 900 dollars for the machines build at best.

EDIT: And that's with some real bargain shopping.

Maybe not ultra, but close. Just turning off shadows and anti-aliasing can make a huge difference.

If you need the operating system as well, that will add to your cost, but that would be a pretty solid system.
