Solution
10 series cards do not support VGA, you would need to use an ACTIVE adapter from HDMI/DP to VGA.

If you run the monitor through the motherboard then it will will not be using the graphics card for performance.

There could be many things:
-First list the full system specs to check if your mobo needs a bios update OR your PSU cant handdle the GTX 1060.
-Second: it could also be a bad adapter but first lets discard any other possibilities
-Did you check if you correctly connected all power cables OK?
-Did you check if it fits just right in your PCI-E Slot?

mobo h61m-k which has updated bios
i have 750w 80+ psu , i was running gtx 770 on it so gtx 1060 should work
i have not moved anything i just sold my gtx 770 and removed 6 and 8 pin from it and this 1060 has 1 6pin so
and it fits pci-e slot aswell

Well... if everything its on its place and you are quite sure about it.
And as i see the system fully supports a 1060. Then, it must be either the whole cable or the connector.
Q: Does the Monitor you currently have ONLY supports VGA? No other imput methods? I would only use VGA if its the last option of all...

i bought passive dvi-d adapter and some1 told me that there might be difference between monitor and adapter frequencys and that active dvi-d adapter should work. is it worth for trying cause almost wasted my budget on it so...

yep, DVI to DVI should work just fine as it is a digital signal.

VGA doesnt work because its an analogue signal, and 10 series cards do not have digital to analogue converters like the old cards, hence why if you want to use VGA you need an ACTIVE adapter.

Good luck.
