I think I have a pretty good entry build going on:

CPU: Intel i3-6100 3.7GHz (it's dual core but has hyper threading)
Motherboard: MSI H110I Pro Mini ITX (it has all what I need)
Memory: Kingston FURY 8gb (1 x 8) (I put 1 x 8 so I could upgrade to 16gb in the future)
Storage: Western Digital Caviar Blue 1TB (I wanted to get an m.2 SSD but my wallet isn't ready)
GPU: Asus 1060 GTX 3gb (it just went up $30 in price and I'm kinda sad about it)
Case: Fractal Design Nano S (I loved the way the R5 looked, now it's smaller)
PSU: Corsair CXM 450W 80+ Bronze Certified Semi-Modular ATX Power Supply (it's cheap, got good reviews, from a reputable company, and I'm not going to be over clocking or anything like that so I think it's pretty good right?)
OS: Windows 10 Pro 64 bit (anything over 8gb of RAM needs pro right?)

Total (at time of post and without OS) is $552.72, the power consumption is 226W, and it says all parts are compatible and I'm really hoping they are. Here's my link to PCPartPicker https://pcpartpicker.com/list/pnBbTH

If you guys know of any better parts or deals please let me know. I see these websites like Kinguin and keyswaps on Reddit and I'm really sketched out about it I really want windows 10 but don't want to pay nearly $100 for it, that's ridiculous. Do these work? And are they safe? I really wouldn't want to mess up everything after spending so much money and yeah this is a lot of money for me I'm 16 and I don't work enough if paying the $100 is my best bet then I'll do it, thank you for reading this and commenting.
