There are a couple of possibilities that I can think of. First in Windows Display, select your monitor as the Primary Monitor. Identify your TV as the secondary monitor. Then go to Multiple Displays and select Duplicate these Displays. Then go to Display Properties (under Multiple Displays) and set the resolution and refresh rate.

The other possibility is the graphics driver. Windows 10 updates graphics drivers periodically. The windows drivers are crap. There drivers will not allow multiple monitors. This happens to me as well. When the driver gets updated, my own second monitor goes black. To correct it, download and install the graphics driver from geoforce.com.

Once the driver downloads select a drive location to unzip the driver to. Then choose custom installation with clean install and hit return.

the problem is my windows cant detect any second monitor, so you mean i've to uninstal the previous one, and instal the new one from the website ??

Hi

The picture shows what looks like a simple non active connector
not a DVI to VGA active converter
It may work on a GTX 960 or other 900 or earlier GPU with DVI-I

but GTX1xxx GPU dont have analogue VGA output

so an active converter is needed to connect to a LCD screen which only has VGA in

example at amazon

yeah i tried that, but its not working, it seems like the problem is with my vga driver i guess .. cause i can use my 2nd monitor on my laptop

Have you updated the driver using http://www.geforce.com/drivers ? Did you uninstall the previous graphics driver before updating it?
