Checking my PC's wattage usage?

I've looked online on Amazon.com with a search of "Watt Meter" and "Wattage Meter" and I think I've found what I'm looking for, but my intention is to find something that can tell me how much wattage my computer is using.

I've got 18 case fans in my computer. Several of them are hooked up to a fan control that draws power straight from the PSU, but a couple of them are connected from the motherboard. One in particular, when I set my fan controlled case fans to max, will run for about 40 seconds, then stop for about 1-2 seconds, and start spinning again for another 40. Is this a power issue?

I'm wondering if I really don't have enough power running my system although if that's true that would be amazing... I have an AX1200i PSU so 1200 watts? I can't believe I'd be using more than that.

Ok so anyone know where I can get a device that has a confirmed function of:
"Plug it into any wall outlet and then plug my PC into that while it is in the wall outlet to have it tell me how man watts my computer is using versus the watts of the PSU it is running off of."

That would indeed be a very useful device to have for system builders & upgraders but I've never come across one.

I generally look up the watts & amps requirements for whatever GPU I'm fitting (as that's by far the most power-hungry component) and go with that.
