Basically I have multiple drives I want to connect to my router through usb 3.0. Is there a inclosure that can hold say 4+ drives that plugs into the sata and has a built in splitter/USB hub so the router can see the drives as separate drives

nope...

I've not seen a device that will do that directly on a desktop, let alone as a NAS via a router's share port.

If you want that type of funcionality, build a FreeNAS device.
