On the same day they oppose the U.S. export restrictions implemented under the auspices of national security? Not taking a position one way or the other, just saying it seems like hypocrisy...

The ban comes precisely because of the US embargo, they now have to secure the necessary supply for them until they either have enough or have increased the production capacity enough. US export block wasn't for national security, it was to slow China's development.

I don't see how it is relevant to mention Russia in this report. This applies to every single country, it has nothing to do with Russia, it has more to do with US than anything.

Should the USA have normalize trading relation with China and let it join the WTO?

Not to be too political but you see so many reports of products basically being copied. Would you want to normalize relations in that aspect? I guess in terms of the USA, would you want someone potentially trying to copy your tech? And in terms of China, if you think that you may ever be at odds with someone, would you want them to get access to your tech to where they could reverse engineer your technology and potentially learn how to defeat it. But if you are China as well, you are probably making sure you have enough supply for yourself as well.

Because Russia would be the primary export customer for these (everyone else having unfettered access to other x86 and ARM chips) and having already made moves to purchase these chips at scale to due to their inability to acquire western chips and difficulties with their internal chip projects.
