Is it normal for super computer engineers to fudge the numbers? They all use "theoretical performance " and stuff like that right? I was thinking, China could build a huge super computer with old process tech to help design new tech that would help them catch up to the West faster.

I don't think it's normal. But there are use cases (Such as AI) which don't need the same precision, and not all processors scale the same way at lower precision, so seeing a benchmark at different precisions could be useful, as long as they are clear about it.
