There are already like 3 or 4 of these I've heard of, going back almost half a dozen years. ONNX and NNEF are two that stand out in my mind.

That's not to say they haven't gained any traction or there's not more that you could do, but at least the basic idea is already a thing.
 
Once again, China decouples from the United States while we merely de-risk. Will the day ever come when we can match China ball-for-ball and begin our decoupling efforts? Or will we just run our impotent, frail, old mouths again come the next election cycle? Will we make the 145% tariffs permanent this time? Or will we TACO out and give China a free ride for the next four years as they decouple totally and completely from our semiconductor industry, the last man standing?
