How easy would it be to put in a smaller node?

i know we'll never know, but I am curious as to how much China has spent on all the semi conductor stuff over past few yrs...gotta be an insane number at this point.

I find this super-interesting, this is apparently targeting single-mask DUV production.
I wonder if newer designs used on later, smaller nodes can be retrofitted to 28nm and above, but at far higher yield and lower cost!
