Or in other words, they actually have to put effort in instead of stealing tech from other countries
 
Imho this article is a bad synthesis of the original one and in part do a misleading information.

First of all, the CAICT said that "If the conditions allow, [data centres] can choose [Nvidia’s] A100 and H100 high-performance computing units. If the need for computing power is limited, they can also choose H20 or alternative domestic solutions". There is a big difference in that and "advice data centers to stick with nVidia", "CAICT advises continuing with Nvidia" or "warned data centers to keep on using Nvidia".

The affirmations "new data centers in China face numerous problems, including ..., supply mismanagement, ..., which essentially refers to the inefficient use of computer resources like a GPU" are only opinions of the author and are not contained in the original report. I suppose the author transformed the original expression "...supply-demand mismatches, low hardware use rates, mismanagement, ..." into "supply mismanagement".

Wow, Chinese think advises that tofu dreg products are not as good as western equivalents. Might have to steal some more ideas.
