Choose a Quality/Price Monitor

Hello fellas!

Directly to the question, I have a laptop and I want to buy a monitor.

Why?:
My laptop monitor has some dead pixels (not much though) and have a washed out feel in colors when compared to my cellphone (Lumia 640), the images are so much colourful and have so much better contrast in my Lumia than in my laptop monitor. I've already tried to adjust manually but with no success, it makes it worse.

Which?:
My preference is 1920x1080p, now I don't know if I should choose and LCD, LED, IPS.
I play a lot so I guess a monitor with 75Hz is fine and 21.5" or 23" are good enough.
With this in mind, I sorted it out my those settings and came up to this

In my researches, between 5ms and 1ms there's no visible difference and about connectivity I couldn't came up with a conclusion if it is better to connect through HDMI or VGA. Between those in that website which one is the better in Quality/Price? I don't want one so cheap that I say "What a waste of money" nor I want one too expensive that I say "Why did I waste so much money with more cheap options" and I'm very picky with colours, my laptop is LED but in comparison to a small TV I have in a bedroom that is also LED, the difference is too big, it is so much pretty and vivid in the TV than in my laptop.

I have no experience with that laptop but I suggest that you first hook it up to a borrowed monitor or your tv and see if it will game using an external monitor. Many laptops only supply an external port for the integrated gpu and I'd hate to see you waste money.
