Sir I have chosen i7 4790K,MSI 750 Ti GPU.
Can you complete the build within Rs40000(including processor,GPU)?

You seriously need to lower your expectations if your budget's limited to Rs 40000 (assuming you're building from scratch).
Go for an
AMD FX 8320 cpu- Rs10000
R9 270x gpu - Rs 15000 (if you're planning on gaming. If not then go for a cheaper one.)
Asus H97-Pro GAMER LGA1150 mobo- rs 11000 (again if planning on gaming)
PSU- Any bronze and above rated PSU will do. About Rs 4000
