Choosing a budget CPU cooler

Basically I'm in need of a cooler that will allow me to turn up the multiplier a little bit without breaking the bank.

I've managed to bring it down to 3 picks.

Be quiet! Pure Rock - 36$
CM Hyper 212x - 35$ (evo costs 54$ )
CM Hyper 412s (not the slim one) - 39$

Those are the lowest prices I could find for my country. I know about the Cryorig H7 but those unfortunately aren't sold here. I'd also love hearing other suggestions.

Performance is on par with the H7.

of the 3 i would go with the be quiet 1. just because its near silent.
overall it has more surface area than the 212 and will fit in more cases then the 412 (very tall at 160mm)
