I have budget of 300 Euros and I need to know what GPU would be best for me. I don't know what to choose, for example, RX 580/590 has more VRAM while GTX 1660Ti has a greatier performance. I know that Vega 56 costs now 279USD, but in my country it costs 350Euros, so Vega 56 is not an option. Is there are any other good options within 300 Euros ?
Here is specs if you need them:
Rzyen 5 2600
2x4 2666Mhz DDR4
x370 Motherboard

In the 300 Euro price bracket your best bet is to look at a 1660Ti, it's a really fast card and has enough Vram (the extra 2gb you get on the 580 / 590 isn't really going to help- you need more vram for higher resolutions essentially, however the 580 isn't really fast enough to make use of it).

The only other thing worth considering is if there are good discounts on nVidia's last gen cards e.g. 1070ti or 1080 (1070ti is just slower than 1660ti, the 1080 is a little faster).

I'm using 720p display so 1660Ti is enough for few upcoming years ?

Whoa..720p. 1660 Ti is a super overkill for that. If you plan on gaming on 720p for years to come, well, get a cheaper card like the new 1650, or a RX 570 or used RX580s/1060s. Use the extra money on faster RAMs as Ryzen greatly benefits from them. If you are set on getting the 1660 Ti, don't think about RX580/590 because 1660 Ti is a league above them.
