Choosing a monitor

I am looking to buy a new monitor, my budget is about 300 €(preferably less). I will use it primarily for gaming, but I don't want a fast 120-144Hz monitor. A 60Hz is just fine. Preferably I want it to have an IPS panel and at least full HD. Also, it's important for me that this monitor will have thin rims. As for the size, nothing smaller than a 23 inch.
I have a gtx 970 and 8 gigs of ram.And a i5 4690k.
