I want a perfect gpu from nvidia or amd to create videos on adobe premiere pro and graphics design on photoshop and may be also 3d modeling. Please.

For pro users there is Nvidia Quadro series and AMD Radeon Pro series. Sometimes with proper drivers they work better in CAD and other applications than Geforce and Radeon. I thought 3d modeling is not the main thing for you, because you said "may be also 3d modeling". Titan V (any Titan actually) is kind of golden meal - it's good for games, for modeling, for animation, for photoshop.
Comparing Radeon Pro WX 9100 with Geforce GTX 1080 Ti is not very correct. We should compare Radeon Pro WX 9100 with Quadro P6000, GTX 1080 Ti with Radeon RX Vega 64.
Maybe instead of buying Titan V...
Ok, I wouldn't know where to start in pricing the components out. However, my suggestion of the Titan V (which at 3,000USD I was joking about) may actually be something you should seriously look at.

I agree with pete_101 about Titan V, however in some countries it's not very easy to buy such a card. Also, the card has only DisplayPort and HDMI interfaces. It is the best performance, nevertheless it costs 4 times more expensive than gtx1080ti, but it doesn't mean it would have 4 times better performance in the applications you are going to use it.
Also, keep in mind that for these nice hardware you need a nice PSU. Something like Seasonic SSR-1000TR would fit.

That really is the best GPU in my opinion. I own it and it works beautifully. The key is that 120mm radiator. While the best may be subjective its cooling can't be beat by any self contained 1080 Ti. Obviously a custom loop water cooling system will be better. Stock core is 1569MHz. GPU Boost 3.0 kicked it up to 2000MHz.

I think omar80747326 wants exactly i9-7900x. Maybe this number of cores and such a frequency is the golden mean for applications he is going to use. For example, for Adobe Premiere it seems like i9-7940x is the best choice, for Adobe Photoshop i9-7900x is better than i9-7940x, and the leader is i7-8700k

Hm, you are right about prices, I looked at the price ($1300) in the list (via your link), but didn't look at offers inside. AMP Extreme Core looks good.

$3770 then plus $255 for PSU Seasonic SSR-1000TR. $4025 for all parts, so we can replace i9-7900x with any i9 up to i9-7980xe

Actually titan gpus x or v won't make a big difference to pay a lot of money for something like that the 1080 ti is a peffect choice for gamers and pro users even if it's not doing very excellent in 3d modeling software and at least perfect for video editing and graphics design and the i9-7900x would be a perfect choice and I won't go overkill anymore.
