Question Choosing between two DDR3 2x8 and I need some help

I can't reach deeper than 70ish euros and everything seems so "overpriced?".
I wanted to get a HyperX fury blue but it is 150euro here in Bulgaria compared to 70euro in Amazon.
That's out of my budget which is around 70-80 euro, I also can't find much variety..
The only one I found is:
Corsair CMZ16GX3M2A1600C9 2 x 8GB DDR3 1600

So, I am asking if they are decent?
It should be able but I still will ask if its fine with the following PC:
CPU: i7 4790
GPU: GTX 1070 mini
PSU: bequiet ...something... 450w
OS: Windows 10 Pro
MoBo: Gigabyte B85M-D2V (SOCKET 0)
Case: ZM-T2 Micro ATX Mini Tower

My HDD right now is:
Western Digital WDC WD10EZEX-08M2NA0
I'll upgrade it in a month to an SSD:
Samsung 2.5 860 QVO 1TB SATA3 MZ-76Q1T0BW

1600 mhz is a tad slow even for ddr3, can you find any 1866 or 2133 kits? 1866 kit wont cost much more than the 1600 set, but the 2133 kits might be quite expensive as they were the top tier DDR3 back then. Otherwise, the kit you mentioned is also quite good, i used them from 2013 with an i5 2500K and upgraded to 1866 16gb hyperx in 2015..im still using the corsair vengeance kit in my office PC, still working great.
