Choosing Memory Timing

Could someone explain memory timing and what to look for?
I've seen Timing 16-16-16-36 on one module I was looking at and 16-18-18-38 on another.
Both are buy the same company and on the approved memory list.

The lower the timings the better, not going to be real noticible differences with the 3 end timings, the first has most affect on the sticks
